TMA Tachometer adjustment

TMA tachometer limits are probably too restrictive (5 deg/s in elevation, 10 deg/s in azimuth). It is probably set in hardware (although there are software limits as well). We need a process/procedure to adjust these limits. connected to OBS-348 in Rubin Obs. JIRA This is a high priority as it needs to be complete before the UTE contract closes.
